The South African Department of Home Affairs (DHA) plays a crucial role in managing immigration and facilitating the entry of foreign workers and investors. Recognising the importance of a seamless process, the DHA has been taking steps to become a one-stop shop for business applications, simplifying the often-cumbersome procedures for companies looking to operate in South Africa.

The Trusted Employer Scheme

A key initiative in this transformation is the Trusted Employer Scheme (TES). Launched in October 2023, TES streamlines visa procedures for businesses that qualify. To be eligible, businesses need to demonstrate:

  • Financial Strength: Sufficient capacity to employ foreign nationals.
  • Training Programs: Evidence of programs designed to train and uplift South African citizens.
  • Good Corporate Citizenship: Adherence to labour laws, tax regulations, and ethical business practices.

Benefits of TES for Businesses

The TES offers significant advantages to companies, including:

  • Reduced Bureaucracy: Simplified documentation requirements for visa applications.
  • Priority Processing: Faster turnaround times for visa applications.
  • Partnership Approach: Closer collaboration between the DHA, the Department of Trade, Industry and Competition, and the Department of Employment and Labour to expedite the overall process.

The DHA is also focusing on other improvements for business applications:

  • Online Systems: Developing comprehensive online portals for visa applications and tracking, reducing the need for in-person visits.
  • Transparency: Clear communication regarding requirements, status updates, and timelines throughout the process.
  • Capacity Building: Investing in staff training and resources to improve the efficiency and responsiveness of the DHA.

The Impact on South Africa

Making the DHA a true one-stop shop for business applications has the potential to bolster South Africa’s attractiveness as an investment destination. By cutting through red tape and offering expedited services, the country can compete more effectively for international businesses and the skilled workers they bring.  This, in turn, can lead to job creation, skills transfer, and a boost to the nation’s overall economic growth.

Challenges and the Future for Home Affairs

As always, the DHA faces challenges in fully meeting these goals.  These include limited resources, the need for continued digitisation, and the occasional backlog of applications. Nonetheless, the commitment to streamlining these processes shows an understanding of the DHA of the vital link between immigration and economic development.

The South African government is striving to find the balance between promoting investment and protecting the interests of South African workers. The transformation of the Department of Home Affairs into a modern, business-friendly entity sits at the heart of this effort.
