The Special Investigating Unit (SIU) has made headlines again as it intensifies its crackdown on corruption in Gauteng’s public health sector. In its latest operation, the SIU seized luxury assets, including four Lamborghinis, a Bentley, and multimillion-rand homes, belonging to alleged Tembisa Hospital tender kingpin Hangwani Maumela.

This development follows a major corruption investigation that has already exposed R2 billion in looted public funds. The seizure highlights the growing determination by South African authorities to recover state resources lost to procurement fraud.

Lavish Assets Seized in Sandhurst Raid

On Thursday, SIU officials raided Maumela’s Sandhurst mansion in Johannesburg, uncovering evidence of an extravagant lifestyle allegedly funded by fraudulent hospital contracts.

SIU spokesperson Ngwako Motsieng confirmed the raid, saying:

“The SIU confirms an operation took place at a Sandhurst home linked to our Tembisa Hospital investigation. We will communicate further once the legal processes have been finalised.”

This follows an earlier Asset Forfeiture Unit (AFU) operation that confiscated around R400 million in assets, including luxury vehicles, residences, and art. Authorities believe these assets were acquired through contracts linked to irregular procurement at Tembisa Hospital.

R2 Billion Looted from Tembisa Hospital

According to the SIU’s interim report, three organised syndicates siphoned off more than R2 billion meant for essential hospital services.

The Maumela syndicate, one of the key networks identified, allegedly channelled R816 million through irregular “three-quote procurement bundles.” Investigators found evidence of “countless procurement irregularities and fraud,” with funds laundered through secondary conduit accounts.

“It would appear that Tembisa Hospital contributed to lavish lifestyles and the acquisition of phenomenal assets,” the SIU report noted.

These findings confirm long-standing suspicions raised by whistleblower Babita Deokaran, whose assassination in 2021 shocked the nation. Her earlier warnings about suspicious payments at the hospital became the foundation for this large-scale investigation.

Luxury Properties and Cars Worth Over R520 Million

The SIU identified luxury assets valued at approximately R520 million linked to Maumela’s businesses and trust accounts. These include:

  • Properties: Worth R293 million, with prime locations in Port Zimbali, Sandhurst, Hurlingham, and a Bantry Bay mansion purchased for R75 million.
  • Vehicles: Estimated at R223 million, including several Bentleys and Lamborghinis.

Investigators believe the money was laundered through companies trading with Tembisa Hospital. These firms allegedly inflated prices or delivered no goods at all, exploiting weaknesses in the procurement system.

Political Reaction and Public Response

The African Transformation Movement (ATM) has praised the SIU’s decisive action, calling it a vital step toward restoring accountability in South Africa’s healthcare sector.

In a statement, the party said:

“The seizure of luxury assets highlights the urgent need for accountability and transparency in public healthcare. The bravery of whistle-blowers like the late Babita Deokaran should inspire stronger protections for those who expose corruption.”

Public interest groups, including Public Interest SA, echoed the sentiment. They commended the SIU and AFU but urged the National Prosecuting Authority (NPA) to expedite criminal prosecutions.

Weaknesses in Gauteng’s Health Procurement

The SIU’s findings also expose systemic failures within the Gauteng Department of Health (GDOH). The report found that non-compliant bidders were issued compliance certificates without scrutiny, allowing fraudulent suppliers to operate freely.

SIU head Advocate Andy Mothibi warned that such lapses “represent an egregious betrayal of the nation’s trust.” He emphasised the need for lifestyle audits and procurement reforms to prevent similar scandals.

A Turning Point for Accountability

The Tembisa Hospital corruption scandal has become a symbol of state capture at the local level, reflecting how weak oversight can enable the looting of critical healthcare funds.

The SIU and AFU’s asset seizures signal a renewed commitment to financial recovery and justice. While legal proceedings continue, the public expects swift action and visible accountability.

This case also renews the call for stronger whistle-blower protection laws, improved procurement transparency, and tougher enforcement of anti-corruption measures across public institutions.
