The tension between e-hailing drivers and minibus taxi operators in Gauteng has escalated in recent months, culminating in a tragic shooting at Maponya Mall in Soweto. In response, the Gauteng Transport MEC, Kedibone Diale-Tlabela, has called for an urgent meeting with key stakeholders to resolve the violent conflicts plaguing the province’s transport system. This comes after the tragic death of e-hailing driver Siyanda Mvelase, who was killed on August 13, 2025.

The Current Crisis: E-Hailing vs Taxi Violence

In recent years, the rapid expansion of e-hailing services like Uber and Bolt has clashed with the traditional minibus taxi industry, leading to violent confrontations across the province. These incidents have put both drivers and passengers at risk, creating a volatile atmosphere in areas such as Soweto, where tensions often flare at key transport hubs like Maponya Mall.

The death of Mvelase has sparked widespread outrage and concern. Authorities, including MEC Diale-Tlabela, are now under pressure to find solutions to this escalating problem, which is undermining the safety and stability of Gauteng’s public transport system.

Gauteng Transport MEC Diale-Tlabela’s Response to the Violence

MEC Diale-Tlabela has swiftly taken action, organising an urgent meeting with Maponya Mall management, law enforcement, taxi operators, and e-hailing representatives. The purpose of this gathering was to find a resolution to the conflict and ensure that violence does not continue to disrupt public transport operations in the area.

In a statement following the meeting, Diale-Tlabela condemned the violence, calling it “senseless and unacceptable.” She stressed that such acts of aggression not only endanger the public but also harm the reputation of the entire public transport sector. As part of her commitment to restoring peace, Diale-Tlabela pledged to continue working with all relevant stakeholders to bring about lasting change.

Key Outcomes of the Meeting

Several significant outcomes emerged from the urgent Maponya Mall meeting, which were seen as steps towards de-escalating tensions and promoting peace:

1. Commitment to Coexistence

Both e-hailing services and traditional taxi operators have agreed to allow each other to operate at Maponya Mall. This decision was viewed as a significant step towards coexistence, with the aim of preventing further clashes.

2. Ensuring Public Safety

MEC Diale-Tlabela assured the public that the government would work closely with law enforcement agencies to improve the safety of passengers and operators alike. Increased police presence in key areas like Maponya Mall was highlighted as a priority.

3. Temporary Government Office

To assist drivers with licensing issues, a temporary government office will be established at Maponya Mall. This initiative aims to streamline the process for e-hailing and taxi operators, making it easier for them to meet regulatory requirements and operate legally.

Taxi Industry Concerns

The South African National Taxi Council (SANTACO) has expressed concerns about the ongoing conflict. They argue that the violence stems from unresolved regulatory issues, particularly related to the National Land Transport Act (NLTA), which has been delayed in its implementation. According to SANTACO, a more comprehensive and clear framework is needed to address the concerns of both e-hailing and taxi operators.

In a statement, SANTACO’s spokesperson highlighted that, “The unresolved regulatory issues have contributed to an unstable environment, and we need immediate government intervention to enforce proper regulations that will protect all public transport operators.”

The Role of Law Enforcement

Law enforcement plays a crucial role in curbing E-Hailing vs Taxi Violence. While MEC Diale-Tlabela has promised more police presence, experts suggest that more proactive measures are needed. This includes increased patrols and surveillance in high-risk areas and a clear strategy for responding to violent incidents swiftly.

The Impact on the Community

The ongoing violence has not only affected operators but also the communities they serve. In Soweto, many residents have expressed fears over the safety of both drivers and passengers. One local resident shared, “There is a constant fear that something might happen. The tension is still high, and we don’t feel safe.”

This sentiment reflects the deepening unrest in communities directly impacted by the violence. The resolution of this conflict is critical to restoring public confidence in Gauteng’s transport system.

SANTACO’s Call for Dialogue

SANTACO has called for a peaceful resolution to the conflict and stressed the importance of dialogue between all parties involved. The taxi council believes that sustained conversations can lead to meaningful agreements that ensure the safety and stability of the sector.

Government’s Long-Term Plan

The Gauteng government is also focusing on long-term solutions to prevent further violence. This includes reviewing the regulatory framework governing both e-hailing services and traditional taxis to ensure that all operators are treated fairly and equitably.

A Path Forward: Collaboration and Resolution

The road ahead requires collaboration and dialogue between e-hailing services, traditional taxis, law enforcement, and government officials. MEC Diale-Tlabela’s urgent Maponya Mall meeting marks a critical first step in addressing the issue of E-Hailing vs Taxi Violence, but much work remains to be done.

As the situation develops, the public will be watching closely to see whether the steps taken by the Gauteng Transport MEC and other stakeholders will result in lasting peace and stability for all involved.
