The South African Social Security Agency (SASSA) plays a vital role in providing financial support to millions of vulnerable individuals across South Africa. In line with its mandate, SASSA conducts regular reviews of social grants to ensure that only eligible beneficiaries receive assistance. As we enter the 2025/26 financial year, it’s essential for all beneficiaries to understand the significance of the ongoing Social Grants Review Process.

What is the Social Grants Review Process?

The Social Grants Review Process is a legally mandated procedure designed to assess whether recipients still meet the eligibility criteria for receiving social assistance. According to the Social Assistance Act, beneficiaries must inform SASSA of any significant changes in their circumstances, including financial status, marital changes, or any other material alterations that could affect their eligibility.

In April 2025, SASSA announced that the reviews would be conducted throughout the 2025/26 financial year. The reviews target beneficiaries for whom SASSA has obtained information suggesting that their eligibility might have changed due to updates in their circumstances.

Why is the Review Necessary?

The review process is essential for maintaining the integrity of the social grants system. As highlighted by SASSA, the objective is to ensure that grants continue to support only those who need them the most. These reviews help detect fraud, misuse, and instances where individuals may no longer qualify for social assistance, such as receiving grants despite being employed or listed on the payrolls of other institutions.

Additionally, regular reviews help SASSA maintain accurate beneficiary data, ensuring that contact details, financial statuses, and personal information remain up-to-date. This ensures beneficiaries do not face unnecessary delays or payment issues.


How Will the Review Process Affect Beneficiaries?

The agency has made it clear that no social grants have been suspended or halted. Payments will continue as usual for approved beneficiaries, but for those selected for review, a slight adjustment has been made to the payment schedule.

A 4th payment date has been introduced specifically for beneficiaries undergoing a review. These individuals will receive their payments on the fourth day of the month. This adjustment aims to ensure that beneficiaries targeted for review can still receive their payments on time, while also allowing sufficient time for review processing.

If you have not received a notification regarding the review, and you continue receiving payments between the 2nd and 5th of each month, there is no need to worry. However, if you are unsure about your status, SASSA encourages you to reach out.


The Role of Beneficiaries in the Review Process

The Social Assistance Act places a responsibility on beneficiaries to update the agency with any changes in their circumstances. Beneficiaries must provide truthful information when applying for a grant and notify SASSA of any changes that might affect their eligibility. Failure to comply with this requirement could lead to serious consequences, including the suspension or permanent cessation of benefits.

Importantly, beneficiaries who fail to notify changes in their financial, marital, or employment status could also face debt recovery. If SASSA finds that funds were disbursed in error due to non-disclosure of material changes, it will initiate a process to reclaim the wrongly disbursed amounts.


SASSA’s Efforts to Improve Communication and Service Delivery

The agency acknowledges that some beneficiaries may have missed important notifications regarding the review process. Many recipients fail to update their contact details with the agency, leading to communication issues. To tackle this, SASSA has intensified its efforts to reach out to beneficiaries through various channels, including bulk SMS notifications, registered letters, and public announcements.

The agency has sent over 140,000 SMS notifications to selected beneficiaries, urging them to participate in the review process. Additionally, SASSA is exploring digital solutions such as online platforms to ease the review process, reduce the need for in-person visits, and minimise queues at local offices.

Working with Credit Bureaus to Ensure Accuracy

In a bid to improve the accuracy of the review process, the agency has strengthened its collaboration with credit bureaus. This allows the agency to cross-check the financial status of beneficiaries, especially when there is a discrepancy between what beneficiaries report to SASSA and what is recorded by financial institutions. This partnership ensures that only eligible individuals continue receiving benefits, and it helps prevent fraudulent claims.


Fraud Prevention and Zero-Tolerance Policy

The agency is committed to combating fraud and corruption, both from beneficiaries and within the agency itself. The introduction of biometric identification is one of the key measures being implemented to ensure that only legitimate recipients benefit from social grants. The agency has a zero-tolerance policy towards fraudulent activities, and the review process plays a crucial role in identifying and addressing such issues.


The Importance of Cooperation

SASSA encourages all beneficiaries to cooperate with the review process to avoid any disruptions in payments. It is important to stay informed, update contact details regularly, and promptly respond to any communication.

As SASSA continues its Social Grants Review Process, it is critical that all beneficiaries remain proactive and ensure that their details are up-to-date. The review process not only helps ensure that grants are distributed to those who need them most but also protects the integrity of the system against fraud and misuse.
