Understanding the Impact of Joburg’s Water Crisis and Level 1 Restrictions

Johannesburg residents are grappling with escalating water restrictions as Joburg Water intensifies its efforts to manage the dwindling water supply. The city has been under Level 1 water restrictions for some time, and residents have been urged to brace for continued throttling of supply across various areas.

Why Are Water Restrictions Being Scaled Up?

Joburg Water’s challenges stem from a mix of overconsumption, ageing infrastructure, and operational issues. Its bulk supplier, Rand Water, recently reduced supply due to excessive usage, compounded by hundreds of leaks and structural inefficiencies. This has resulted in billions of litres of water being lost, placing immense pressure on the city’s water systems.

Joburg Water spokesperson, Nondumiso Mabuza, stated:

“We will be scaling up restrictions to ensure that we manage our capacity as well as supply. So we are still going to be throttling around the clock for various systems in the city.”


What Does Throttling Mean for Residents?

Water throttling involves reducing the pressure in water systems to lower consumption levels. For Johannesburg residents, this could mean:

  • Reduced water pressure during peak hours.
  • Possible supply interruptions in high-demand areas.
  • Extended restrictions for non-essential uses, such as irrigation, filling swimming pools, or washing vehicles.

Illegal Connections and Water Losses

Joburg Water, in collaboration with the Johannesburg Metro Police Department (JMPD), has intensified its crackdown on illegal water connections. Recently, operations in areas like Phumlanqashi in Lenasia targeted unauthorized connections that significantly contribute to water losses. These actions aim to recover lost capacity and ensure equitable distribution.


How Can Residents Adapt?

To mitigate the impact of these restrictions, residents are advised to:

  1. Limit water use to essential activities.
  2. Fix leaks promptly in their households.
  3. Install water-saving devices, such as low-flow showerheads.
  4. Follow municipal guidelines for water conservation.

Level 1 Water Restrictions Reminder

Under Level 1 restrictions, residents are prohibited from:

  • Using sprinklers or hosepipes between 6 a.m. and 6 p.m.
  • Washing paved areas with potable water.
  • Filling swimming pools with municipal water without prior approval.

What’s Next?

With continued water throttling, residents should prepare for an extended period of adjustments. Joburg Water is also working to repair leaks and improve maintenance to reduce long-term inefficiencies. However, the cooperation of all stakeholders, including residents, remains critical in navigating the city’s water challenges.
