Calls for Action as Fatal Accident Sparks Outrage Over Railway Safety

The tragic death of a 15-year-old girl in Kempton Park, allegedly struck by a train on the Pretoria-Joburg commuter line, has ignited fierce demands for immediate safety reforms. The incident has highlighted critical gaps in the security of railway lines under rehabilitation, prompting community members and local leaders to call for urgent intervention.

The Fatal Accident and Growing Concerns

The young girl’s death in Kempton Park has sent shockwaves through the local community, with many expressing outrage over the preventable nature of the tragedy. DA ward councillor Simon Lapping, in an open letter to Minister of Transport Barbara Creecy, demanded that authorities take swift action to secure the railway lines. According to Lapping, the railway line in question is part of a rehabilitation project by Transnet, which includes repairs to overhead lines and stations. However, Lapping argues that critical safety measures, such as securing access points along the line, have been neglected, leaving the area vulnerable to accidents.

Lapping’s letter emphasized that the lack of basic safety precautions contributed directly to the tragedy. He pointed to a half-built wall in Rhodesfield, Kempton Park, which had been left incomplete for years. This exposed the area to dangerous shortcuts across the tracks. Transnet officials had previously admitted that the contractor responsible for completing the wall had absconded, after allegedly misappropriating funds meant for the project.

Community Calls for Immediate Action

Following the tragic accident, Lapping demanded that Transnet and Prasa (Passenger Rail Agency of South Africa) be held accountable for their failure to secure the line. Citing a 2005 Constitutional Court ruling, which affirms the responsibility of entities like Prasa to secure their properties, Lapping expressed his concern that the lack of safety measures had directly contributed to the fatality.

The community is now calling for immediate safety measures to be put in place to prevent further accidents. Lapping has suggested suspending all train movement along the Kempton Park section of the line, including testing, until the tracks are fully secured.

In his letter to Minister Creecy, Lapping stressed the urgency of the matter, particularly as the holiday season is a time when the suicide rate tends to rise, especially among young people. He implored the Minister to use her executive powers to ensure that necessary safety features are in place before the line is reopened.

Minister Responds to the Crisis

It took nine days for the Ministry of Transport to respond to the concerns raised by Lapping. In a statement, Collen Msibi, national spokesperson for the department, confirmed that the Minister had received the letter and that relevant entities had been instructed to provide answers. Msibi assured the community that the Minister was committed to addressing the safety gaps and would prioritize resolving the issue.

Since Lapping’s letter, a new fence has been erected at one of the exposed access points along the railway line. However, the community is still waiting for a comprehensive plan from Prasa to address the broader safety concerns.

Conclusion: A Call for Safer Railways in Kempton Park

The Kempton Park train tragedy has brought to light critical issues surrounding railway safety in South Africa. The community is demanding urgent action to ensure that such a tragedy is not repeated. With further investigations underway and pressure mounting on authorities, the hope is that significant safety reforms will be implemented to protect both commuters and local residents from preventable accidents.
