Mayor Nasiphi Moya Prioritizes Water Supply in Hammanskraal

For decades, the residents of Hammanskraal have faced a grim reality: unsafe water. The City of Tshwane’s mayor, Nasiphi Moya, has declared providing clean, safe water to the region a top priority. Despite progress, concerns over water quality, infrastructure challenges, and demand management persist, making the situation a critical focus for her administration.

Decades of Unsafe Water

Hammanskraal has long suffered from substandard water quality due to infrastructure failures and contamination issues, particularly linked to the Rooiwal Waste Water Treatment Plant. Residents have faced health risks, while local farmers like Theunis Vogel report financial losses due to unusable boreholes, diminished crop yields, and declining property values. Vogel highlights the dumping of raw sewage into the Apies River as a significant threat, noting its far-reaching impact on the environment.

Mayor Moya’s Commitment

Marking her first 100 days in office, Mayor Moya emphasized her administration’s commitment to resolving the Hammanskraal water crisis. She announced the commissioning of the Magalies Water Package Plant as a pivotal step in providing clean water to the region. This new infrastructure is expected to bolster water quality and meet increasing demand.

In a bid to alleviate the financial burden on residents, the City of Tshwane recently wrote off R600 million in water-related debt for Hammanskraal households. “For decades, residents have endured unsafe water conditions, an unacceptable reality that we are determined to change,” Moya said during a recent briefing.

Infrastructure Improvements

The city has implemented several key measures to improve water delivery and quality:

Valve and Logging System Installation: This aims to isolate illegal water connections and ensure efficient water flow management.
Pipeline Flushing and Scouring: Systematic flushing of pipelines is underway to enhance water quality.
Regular Water Testing: Nearly 80% of affected areas now undergo regular water quality testing to meet South African National Standards (SANS).

Moya assured residents that the project is on track, with updates to be provided regularly to ensure transparency and accountability.

Expert Concerns

Despite the efforts, experts like water activist Ferrial Adam remain cautious. Adam raised concerns about the effectiveness of the Magalies Water Package Plant and questioned whether existing wastewater treatment plants would be adequately repaired. “Are they putting a plaster on a compound fracture?” she asked, pointing to the ongoing delays and uncertainty surrounding long-term solutions.

Adam also questioned the fate of previous investments and accountability for financial mismanagement. “Is Edwin Sodi going to be charged for taking money and not giving it back?” she asked, reflecting public frustration over unresolved corruption issues.

The water crisis has taken a toll on both urban residents and the agricultural sector. Farmers have lost income and are unable to expand operations due to damaged boreholes, while families struggle with health risks from contaminated water. Local residents remain skeptical, despite improvements, due to ongoing issues with infrastructure, sewage contamination, and the slow pace of change.
