Hon. Duduzile Zuma-Sambudla Elected Chairperson of Southern Caucus

The Pan-African Parliament (PAP) recently elected Honorable Duduzile Zuma-Sambudla as the new Chairperson of the Southern Caucus, a role that positions her as a key leader among representatives from Southern African nations. This election marked a significant achievement for Zuma-Sambudla, who garnered 17 votes, narrowly surpassing her contender, Honorable Mdumiseni Ntuli, who received 12 votes. Out of the 45-member caucus, only 29 members were present during the election, held under PAP’s stringent procedural guidelines.

The Significance of the Election

Zuma-Sambudla’s election comes in the wake of the departure of Hon. Pemmy Castelina Pamela Majodina, the previous Chairperson, who was appointed as South Africa’s Minister of Water and Sanitation. This appointment required Majodina to vacate her PAP membership, thus creating the vacancy for the Southern Caucus chairmanship. The election process was closely watched and intensely contested, underscoring the importance of the role. As Chairperson, Zuma-Sambudla will be pivotal in coordinating Southern African nations’ voices within the Pan-African Parliament, fostering collaboration on legislative issues, and shaping the policies affecting member countries.

Representing the Umkhonto WeSizwe Party (MKP), Hon. Zuma-Sambudla brings a wealth of political experience and leadership to her new role. She was officially sworn in as a PAP member during the September meeting, bringing fresh energy to the organization. Her background includes a commitment to Southern African unity and development, a theme she emphasized in her acceptance speech. Expressing gratitude for the members’ support, Zuma-Sambudla called for collective efforts and unity within the caucus to bolster the region’s influence within the PAP framework.

About the Southern Caucus and Its Role in PAP

The Southern Caucus is composed of members from nine nations: Botswana, Eswatini, Malawi, Mozambique, Namibia, South Africa, Lesotho, Zambia, and Zimbabwe. These nations come together within the PAP to address issues and collaborate on policies that impact the Southern African region. The caucus structure, established by Rule 83 of the PAP Rules of Procedure, is essential for promoting regional representation. Each geographical region within the PAP has a caucus, which serves as a platform for members to voice regional concerns, nominate representatives for key leadership roles, and engage in PAP’s legislative processes.

The Southern Caucus also plays a central role in nominating members to Permanent Committees and other parliamentary bodies. As Chairperson, Zuma-Sambudla will be responsible for providing the PAP Bureau and other authorities with a list of nominees for various roles within the Parliament. This administrative duty is crucial to ensuring that Southern Africa’s representatives actively contribute to PAP’s legislative agenda and decision-making processes. Her leadership will also facilitate the Southern Caucus’s involvement in strategic discussions and empower the region to influence parliamentary outcomes that affect the broader African continent.

The Competitive Election and Future Prospects

Zuma-Sambudla’s election win by a narrow margin underscores the competitive nature of PAP’s leadership elections, where representatives from diverse political backgrounds vie for influence. Her rival, Hon. Mdumiseni Ntuli, serves as the National Assembly Chief Whip of the Majority Party, reflecting the caliber of candidates involved in the election.
