Dangerous Intersections Amid Severe Congestion
The traffic signals on Winnie Mandela Drive are out of service, further compounding the area’s notorious congestion. The malfunctioning lights have made navigating the streets a risky endeavour for all road users.
Councillor Foley, who is actively seeking solutions, has observed a troubling rise in accidents, mostly non-fatal, along with a surge in reckless driving. Residents have expressed their frustration, frequently inquiring about the timeline for restoring the traffic lights.
Rising Accidents and Increased Frustration
The absence of functional traffic lights has led to numerous accidents at affected intersections, particularly during nighttime when visibility is significantly reduced due to the lack of street lighting. Despite many reports made regarding the issues, the typical response time of 14 days has not been met, and budget constraints seem to be a major factor hindering repairs.
Foley noted that Gauteng is equipped with approximately 400 traffic signals, with 250 located in Johannesburg alone, all managed by the provincial municipality. Unfortunately, the commitment to a 14-day repair timeframe is often not fulfilled, leaving residents at risk.
Economic Impact and Disregard for Pedestrian Safety
The traffic chaos has notable economic repercussions, as increased travel times hinder productivity. Along Winnie Mandela Drive, taxis frequently encroach upon pedestrian walkways, jeopardizing the safety of both cyclists and pedestrians. While the Johannesburg Metro Police Department (JMPD) can impose temporary orders, their presence cannot be maintained consistently.
Advocating for Change
In his efforts to find a resolution, Councillor Foley has engaged with MMC of Transport Kenny Kunene, advocating for the transfer of traffic light management back to the Johannesburg Roads Agency (JRA). The MMC indicated that discussions are ongoing with the Gauteng premier, which Foley believes could lead to a viable solution. Additionally, he is collaborating on the Fourways Improvement District initiative to establish a reliable power supply for traffic and street lights in the area.
