Premier Lesufi Suspends Gauteng Health Boss Over Tembisa Hospital Scandal

Gauteng Premier Panyaza Lesufi has taken decisive action in the wake of the Tembisa Hospital corruption scandal. On Tuesday, 14 October 2025, Premier Lesufi suspended the Head of the Gauteng Department of Health and Wellness, Lesiba Arnold Malotana, with immediate effect.

The suspension follows mounting allegations of tender fraud, bribery, and mismanagement within the provincial health department. This move forms part of Premier Lesufi’s ongoing campaign to restore public trust and promote accountability in Gauteng’s public institutions.

“We remain steadfast in our commitment to root out maladministration,” said Elijah Mhlanga, spokesperson for the Gauteng Provincial Government.

Tembisa Hospital Scandal: Billions Lost to Fraud

The Tembisa Hospital scandal dates back to the 2021 assassination of Babita Deokaran, a whistleblower who flagged irregular payments. Since then, the Special Investigating Unit (SIU) has uncovered fraudulent tenders worth over R2 billion.

These tenders included overpriced items such as latex gloves, skinny jeans, and armchairs, all procured through obscure companies with no medical background. Many of these suppliers were allegedly linked to internal staff and political allies.

Allegations Against Lesiba Malotana

Lesiba Arnold Malotana was appointed in early 2024 to stabilise the health department. However, his leadership has faced growing scrutiny. He is accused of sharing an R8 million bribe with two senior officials, Edgar Motha and Sheriff Lecholo.

In addition, critics cite a string of failures under his leadership, including:

  • Delays in cancer treatment services
  • Multiple adverse court rulings against the department
  • R13 million spent on salaries for suspended staff facing misconduct charges

Dr Darion Barclay Appointed Acting Head of Health

To ensure stability, Premier Lesufi appointed Dr Darion Barclay as acting Head of the Department. Dr Barclay currently leads the Department of Cooperative Governance and Traditional Affairs (CoGTA).

He brings experience in managing complex portfolios and engaging with local communities. His leadership will prioritise service delivery, particularly in critical areas like hospital staffing, oncology treatment, and procurement reforms.

“Dr Barclay’s appointment highlights the importance of seamless service delivery,” said Mhlanga.

Premier Lesufi’s Commitment to Ethical Governance

Premier Lesufi is reinforcing ethical governance through a series of bold reforms. On 16 October, his office will publicly release performance agreements signed by all Members of the Executive Council (MECs).

These contracts include specific performance targets and service delivery milestones. The move aims to boost transparency, track government progress, and rebuild public trust in the health system.

“This is part of restoring confidence in public institutions,” Lesufi stated.

SIU and Law Enforcement Still Investigating

The SIU continues its probe into irregular contracts linked to Tembisa Hospital and other facilities. Further disciplinary action and possible prosecutions are expected.

The SIU is scheduled to brief the provincial executive later this month on the recovery of stolen funds and additional findings. The public awaits clarity on whether more senior officials will be suspended or face criminal charges.

The SIU’s efforts enjoy the full support of the provincial government.

Public Confidence at Stake

The Tembisa Hospital scandal highlights systemic issues in Gauteng’s healthcare system. Years of mismanagement, corruption, and poor oversight have eroded public faith.

Premier Lesufi’s actions signal a renewed effort to clean up provincial governance. However, the real test lies in the follow-through, especially in holding all responsible parties accountable.
