Democratic Alliance Accuses Gauteng Premier Panyaza Lesufi of Ethics Violation

The Democratic Alliance (DA) has leveled serious allegations against Gauteng Premier Panyaza Lesufi, accusing him of unethical conduct and interference in disciplinary processes within the Gauteng legislature. According to the DA, Lesufi violated the Executive Members Ethics Act by obstructing investigations into alleged fraudulent activities, sparking political controversy and prompting calls for an official investigation by the Public Protector. These allegations are based on claims from a high court affidavit by Peter Skosana, a former secretary to the Gauteng legislature, who alleges that Lesufi sought to delay his investigations into suspicious activities within the legislature.

Background of the Allegations

The core of the DA’s accusations stems from a high court affidavit submitted by Peter Skosana, who previously held the role of secretary to the Gauteng legislature. In his affidavit, Skosana details a series of events that allegedly occurred in October 2023, when he was summoned to a meeting with Lesufi, ANC Chief Whip Lesego Makhubele, and other members of the ANC legislature. According to Skosana, during this meeting, he was instructed to delay his investigation into suspected fraudulent travel and subsistence claims made by legislature employees. Skosana argues that this interference was both unethical and unlawful, as it obstructed his duty to carry out impartial investigations within the legislature.

The Democratic Alliance has criticized Lesufi’s alleged conduct, describing it as a violation of the Executive Members Ethics Act, which governs the ethical conduct of public officeholders. DA Gauteng leader Solly Msimanga highlighted that this alleged interference represents a serious breach of ethical standards, especially given the Premier’s influential role in upholding the rule of law within the province.

The Role of the Executive Members Ethics Act

The Executive Members Ethics Act was established to set clear guidelines for public office holders and ensure they maintain ethical standards in their duties. Violations of this act are regarded as serious offenses, with potential repercussions, including investigations and penalties for those found guilty. According to the act, executive members must act without bias or conflict of interest and refrain from interfering in legal or procedural matters within government institutions. By allegedly obstructing disciplinary processes, Lesufi is accused of acting contrary to these ethical requirements, putting the transparency and integrity of the Gauteng provincial government under scrutiny.

The DA has called on the Public Protector to investigate these claims and determine whether Lesufi’s actions indeed constitute a breach of the Executive Members Ethics Act. Peter Skosana’s Departure and Settlement

Lesufi, a prominent figure within the African National Congress (ANC) and the Premier of Gauteng, is known for his active role in provincial governance and recent state-of-the-province addresses.
