- Differentiated Accommodation Cap: The department has introduced a varied accommodation cap for metro and non-metro areas. The cap for institution-owned or leased, and private accommodation is set at R50,000 in metro areas and R41,000 in other areas per academic year.
- Accommodation Allowance for Students: Students in institution-catered accommodation are eligible for a maximum allowance of R66,500 in metros and R57,500 in other areas annually. Institutions in non-metro areas can request NSFAS to review the accommodation cap under exceptional circumstances.
- Travel Allowance: Students who arrange their own accommodation with family or relatives are not eligible for the accommodation allowance but can receive a travel allowance determined by the institution, up to a maximum of R7,875 in 2024.
- Learning Material Allowance: All university students are eligible for a learning material allowance of up to R5,460 for the 2024 academic year. This allowance is intended for the purchase of academic books, materials, or a learning device.
- Distance Education Programmes: Students in distance education programs are eligible for allowances based on the number of courses registered, with a maximum of R5,460. Full-time distance university students can also receive a personal care allowance of R3,045 per academic year, requiring registration of a minimum of 120 course credits.
Special Provisions for Students with Disabilities:
- Living Allowances: Students with disabilities are eligible for living allowances, including meals, at R20,000 per academic year.
- Learning Materials Allowance: University students with disabilities qualify for a R6,000 learning materials allowance annually. For TVET college students, this allowance is included in the tuition cost.
- Assistive Devices Allowance: An allowance for assistive devices is available, capped at R50,000 as a one-time allowance. Additionally, these students qualify for repairs and maintenance of assistive devices up to R2,000 per academic year.
- Conditions for Allowance Eligibility: Students with disabilities must have their application for these allowances approved, and all conditions and criteria set out in the policy standard must be met.
