About the Department of Small Business Development

The DSBD is a pivotal entity within the South African government, focused on the development and support of small businesses and cooperatives. It plays a crucial role in economic development, job creation, and the promotion of equitable economic opportunities across diverse communities.

Roles Available at the Department of Small Business Development

1. Assistant Director: Regional & Local Economic Development Coordination (X4 Post)

  • Reference Number: ASD: R&LEDC
  • Salary: R424 104 per annum

Requirements:

  • Undergraduate qualification (NQF7) in fields such as Development Studies, Accounting Sciences, Agriculture & Environmental Sciences, Economic & Management Sciences, Human Sciences, Science, Public Administration, Engineering & Technology, as recognized by SAQA.
  • At least 3 years of experience at a Functional Specialist level in a Regional and Local Economic Development environment.
  • A valid driver’s license is mandatory.
  • Demonstrated competencies in various key areas including Communication (both Verbal and Written), Planning and Organizing, Analytical Thinking and Problem-Solving, Interpersonal Skills, Client Orientation and Customer Focus, Stakeholder Relations, Service Delivery and Innovation, Networking, and Project Management.

Responsibilities:

  • Conduct analyses on research focusing on identifying the principal obstacles, needs, and trends within Local Economic and Regional Development.
  • Work closely with pertinent stakeholders to ensure that there is harmony and integration in the support provided for small business development, aiming to bolster assistance at both local and regional levels.
  • Offer both technical and administrative assistance during working group sessions and lead the execution of decisions related to overcoming obstacles and addressing management issues.
  • Advocate for the involvement of local government in Local Economic Development (LED) and Regional Development, adhering to the District Development Model (DDM) and other relevant policies and frameworks. This includes enhancing the involvement of state entities in partnerships and defining the contribution and participation of the private sector in collaborative initiatives.
  • Engage with stakeholders, clients, management, and colleagues through various communication methods including writing, verbal discussions, and the organization of formal presentations, workshops, and information sessions.

2. Officer: Regional & Local Economic Development Coordination (X3 POSTS)

  • Reference Number: ORLEDC
  • Salary: R359 157 per annum

Qualifications and Experience Required:

  • An undergraduate degree (NQF level 7) in one of the following fields as recognized by SAQA: Business Commerce and Management Studies, Physics, Mathematics and Computer Sciences, Human and Social Studies, Communication Studies, Manufacturing and Engineering Technology, Law, Agriculture, or related fields.
  • A minimum of 3 years of administrative experience within the Economic, Regional & Local Government sector, or in a small business development environment.
  • Training in Microsoft Office Packages.
  • A valid driver’s license.

Skills and Competencies:

  • Excellent communication skills, both verbal and written.
  • Proficiency in data analysis and collection.
  • A keen attention to detail and strong problem-solving abilities.
  • Basic project management skills.
  • The ability to engage with stakeholders effectively and deliver innovative services.

Responsibilities:

  • Carry out research aimed at the competitive enhancement of small businesses and cooperatives. This includes desktop and primary research (designing research and surveys, collecting and analyzing data), and gathering information pertinent to regional and local economic development to support the growth of SMMEs and Cooperatives.
  • Participate in the creation of policies and strategies to develop, improve, and execute development programs for better Regional and Local Economic Development. This involves developing Standard Operating Procedures (SOPs), templates, and maintaining a database as a repository of knowledge and information on local government and related specialization areas.
  • Aid in providing SMMEs and Cooperatives with access to business support, both financial and non-financial, across the Government.
  • Conduct or assist in monitoring and drafting progress reports on the implementation within designated areas.
  • Offer general administrative and logistical support to the business unit, including taking minutes during stakeholder meetings, providing logistical support for events, workshops, meetings, and managing the procurement of goods and services (such as catering and venue arrangements).
