  • A lost or stolen phone.

  • Upgrading to a new phone that needs a nano or micro SIM.

Legal Requirements Under RICA

In South Africa, every SIM card must comply with the Regulation of Interception of Communications Act (RICA).

Cell C customers must provide proof of identity and residence when activating or swapping a SIM. According to Cell C’s RICA guidelines, you must present:

  • A valid South African ID or passport.
  • Proof of address, such as a utility bill not older than three months.

Without RICA compliance, your new SIM will not be activated.

How to Do a Sim Swap on Cell C

Step 1: Buy a New Cell C SIM Card

Visit a Cell C store or authorised retailer and purchase a new SIM. Ensure you keep the packaging, as the serial number may be required.

Step 2: Prepare for RICA Registration

Before the SIM swap can be processed, you must ensure that the SIM is registered in your name. Bring your ID and proof of residence to comply with RICA.

Step 3: Contact Cell C Customer Care

From another Cell C number, dial 135. From non-Cell C lines, call 084 135. A consultant will guide you through the SIM swap process.

Alternatively, you can visit a Cell C store for in-person assistance.

Step 4: Verify Your Identity

The consultant will ask for personal details to confirm ownership of the number. This may include your ID number, mobile number, and security questions. In some cases, Cell C may send a one-time PIN to verify the request.

Step 5: Activate Your New SIM

Once Cell C confirms the request, you can insert the new SIM into your phone. It may take a few hours for services like calls, SMS, and data to work. In most cases, the process is complete within 24 hours.

Step 6: Test Your Services

Check whether calls, SMS, and data are working on the new SIM. If you use mobile banking or receive one-time PINs, test those functions to ensure security.
