Refusing City Power’s Meter Audits? Here’s the Hefty Fine You Could Face!
The South African

In Johannesburg, City Power’s meter audits are part of an ongoing effort to ensure accurate electricity billing and to curb electricity theft. With the utility’s recent announcement of a meter normalisation operation in Eldorado Park, residents have been warned that refusing the audit or tampering with meters could lead to hefty fines and penalties.

If you are a City Power customer, it’s essential to understand how these audits work, the consequences of refusing them, and how you can avoid potential fines.

What Are City Power’s Meter Audits?

The meter audits are part of a comprehensive initiative to improve the accuracy of electricity billing. The audits involve a detailed inspection of electricity meters across various areas to identify faulty, tampered, or incorrectly registered meters. This process is critical to ensuring that all customers are billed for the exact amount of electricity they consume.

These audits are now being rolled out across multiple areas in Gauteng, including Eldorado Park, where residents are being asked to allow teams to inspect and normalise their meters.

Find out how you can register for City Power’s Free 50kWh electricity offer for eligible Johannesburg residents.

Why Are City Power’s Meter Audits Necessary?

The importance of these audits cannot be overstated. The power utility company has long faced significant challenges with illegal connections, meter tampering, and inaccurate billing. The audits aim to eliminate these problems by ensuring that all meters are functioning correctly and customers are paying for their electricity use.

According to City Power spokesperson Isaac Mangena, the initiative will help boost billing accuracy and transparency while improving operational efficiency.

The Penalties for Refusing City Power’s Meter Audits

If you refuse to comply with the meter audit requests, you could face severe consequences. The company has been clear about the fines and penalties associated with non-compliance, including the risk of disconnection.

City Power’s Meter Audits Fines: What You Could Pay

Residents who refuse to allow their meters to be audited or those found tampering with their meters will incur substantial fines. Here’s what you could be looking at:

  • Single-phase connections: Fines could exceed R14,000, plus additional reconnection fees.
  • Three-phase connections: Penalties can range from R14,000 to over R30,000, depending on the severity of the issue.

These fines are not only costly but also a burden on those who resist the audit process, leaving the company with no option but to disconnect service in extreme cases.

The Risk of Disconnection

One of the most significant penalties for refusing to cooperate with the audits is disconnection. If a resident obstructs the process or is found tampering with their electricity meter, the company will immediately disconnect their service. The company has stressed that such measures are necessary to maintain system integrity and prevent illegal activities.

It is vital to note that once disconnected, residents may incur additional costs to restore their electricity service.

How to Avoid Fines and Disconnection

To avoid facing hefty fines or disconnection, residents are encouraged to cooperate fully with audit teams. Allowing employees and contractors to carry out their work without interference will help ensure that your electricity meter is correctly registered and that you are billed accurately.

How to Verify City Power Employees

City Power has acknowledged that the audit process could attract fraudsters impersonating their staff. To avoid this risk, the utility has made it clear that all employees and contractors must carry official identification cards that contain various security features. These include employee photos, personal details, contractor verification numbers, and holograms for verification.

If you are ever unsure about the legitimacy of an employee, you can verify their credentials through the Security Risk Management Control Room or confirm with local ward councillors.

City Power’s Meter Audits and Financial Relief Programmes

Despite the tough penalties, City Power has introduced financial relief programmes to assist qualifying households. Through the Expansion Social Package (ESP), eligible residents can receive Free Basic Electricity (FBE), provided they comply with meter normalisation.

Eligible residents, including pensioners, indigent households, and those earning less than R7,800 per month, will benefit from this programme. They will receive 120 kWh per month, with exemptions from certain service charges, making electricity more affordable for low-income households.

Where to Register for Financial Relief

If you qualify for the financial relief package, you can register at City Power’s Service Delivery Centres, pop-up sites at malls, and through community outreach initiatives. Registration forms are also available on the City Power website.

What Happens During the Meter Normalisation Process?

During the meter normalisation drive, teams will visit specific streets in Eldorado Park, including Main Road, Bokkeveld Road, Roggeveld Road, and Hexburg Street. The goal is to ensure that all customers are properly metered and paying for their electricity use.

City Power’s Commitment to Operational Efficiency

Spokesperson, Isaac Mangena, emphasised that the meter normalisation process is designed not only to ensure that customers are billed accurately but also to promote greater operational efficiency. This initiative is a vital step toward tackling the challenges of meter tampering and electricity theft.

The Importance of Cooperation

Refusing audits is not worth the risk of hefty fines, disconnection, or other penalties. Cooperation with the audit process ensures that your electricity meter is accurate, your billing is transparent, and you avoid costly consequences.

By working together with City Power, you can help ensure a more efficient and fair electricity distribution system for all. Additionally, qualifying residents can take advantage of financial relief programmes to ease the cost of electricity.
