In an effort to ease the financial burden on low-income households and improve service delivery, City Power, Johannesburg’s electricity utility, has announced the launch of its Free Basic Electricity (FBE) programme. Starting in 2025, the initiative will provide qualifying residents with 50kWh of free electricity every month. This marks a significant step in ensuring that electricity access is available to vulnerable communities, reducing reliance on illegal connections and making electricity more affordable.

What is the Free Basic Electricity Programme?

The Free Basic Electricity programme is a government initiative aimed at ensuring that every South African citizen has access to a minimum amount of electricity, regardless of income level. City Power’s initiative will specifically benefit residents of Johannesburg who qualify based on their income and registration with the City’s Expanded Social Package (ESP).

This programme seeks to reduce the strain on household budgets by providing low-income residents with 50kWh of free electricity each month. The aim is not only to assist families in managing their household costs but also to curb electricity theft and illegal connections, which have long plagued Johannesburg’s power infrastructure.

The free allocation will cover essential needs such as lighting, cooking, and powering basic appliances, especially in areas where many residents face financial challenges. With electricity prices constantly rising, this programme offers vital relief to those who struggle to afford basic utilities.

Who Qualifies for Free Basic Electricity?

To benefit from the Free Basic Electricity, Johannesburg residents need to meet specific criteria. Here’s a breakdown of the eligibility requirements:

  • South African Citizenship: The programme is open to South African citizens only.
  • Monthly Household Income: To qualify, the household income must not exceed R7,503.01 per month. This ensures that the assistance is directed to those most in need.
  • Expanded Social Package Registration: Applicants must be registered on the City of Johannesburg’s Expanded Social Package (ESP) or indigent register. This registration is essential to confirm the applicant’s eligibility.

Once residents meet these criteria, they can apply for the FBE through various platforms that City Power will make available.

How to Apply for Free Basic Electricity in Johannesburg

Applying for the Free Basic Electricity programme is a straightforward process, though it requires residents to be proactive in registering. City Power has outlined several easy-to-use application channels to ensure that as many eligible residents as possible can take advantage of the programme.

  1. Online Registration: For tech-savvy individuals, City Power will provide an online portal for FBE registration. This is the most convenient option, allowing residents to apply from the comfort of their homes.
  2. Community-Based Registration Stations: City Power has set up community-based pop-up stations in various areas around Johannesburg. These will be located at key points like shopping malls, taxi ranks, and community centres. Residents can visit these stations to apply in person.
  3. Imbizos and Door-to-Door Campaigns: City Power will conduct outreach through Imbizos (community meetings) and door-to-door campaigns. These will allow representatives to inform residents about the FBE programme and assist with applications.
  4. Partnership with SASSA and Other Institutions: Residents can also apply through existing partnership points, such as SASSA (South African Social Security Agency) pay points. City Power will work closely with other community organizations and stakeholders to ensure that the application process is as accessible as possible.

Residents must submit their ID, proof of income, and any other necessary documentation when applying. The registration period for the Free Basic Electricity programme will run from June 17 to July 31, 2025.

In a recent statement, Mangena emphasized, “This programme aims to empower low-income residents by giving them the basic tools to meet their essential energy needs without the heavy burden of high electricity tariffs.” By offering 50kWh of free electricity each month, City Power aims to improve household quality of life and reduce the reliance on unsafe and illegal electricity connections.

However, experts like energy analyst Chris Yellend have pointed out that while the initiative is a step in the right direction, it will take time to see the full benefits. Yellend noted that mismanagement and rapid urbanisation could present challenges in ensuring the programme’s success. “The initiative is a noble ambition, but it is unlikely to be fully realised in the short term due to systemic issues in infrastructure management,” he stated.
