Public Outcry as Millions Spent on Planning Tembisa Rehabilitation Centre Without Construction Progress

The Gauteng government is under intense scrutiny following revelations of over R34 million spent since 2018 on the planning phase of a drug rehab centre in Tembisa, with no tangible construction progress to date. This expenditure has ignited public outrage and demands for accountability from both opposition parties and community members.

Budget Allocation vs. Actual Expenditure

Initially, R20 million was earmarked for the planning phase of the Tembisa Community Care & Rehabilitation Centre during the 2018/2019 financial year. However, Social Development MEC Faith Mazibuko disclosed that actual spending has exceeded R34 million.

The funds were allocated as follows:​

  • 2018: R11 million spent.​
  • 2020: R13.7 million spent.​
  • 2021: R6.9 million spent.​
  • 2023: R1.9 million spent.​

These expenditures covered services such as architectural design, quantity surveying, mechanical engineering, construction project management, and town planning. ​

Opposition and Public Response

Democratic Alliance (DA) Gauteng Legislature member Refiloe Nt’sekhe has been vocal in criticizing the government’s handling of the project. She expressed disbelief that R34 million has been spent over seven years without any physical construction, stating, “We spent R34 million just planning a facility. We could have used this money building it. This is not value for money for the residents of Gauteng. They deserve better.” ​

The DA is calling on Premier Panyaza Lesufi to investigate the over-expenditure and hold those responsible accountable. They argue that the mismanagement of funds represents a missed opportunity to provide essential services to individuals battling substance abuse in Tembisa. ​

Community Impact

The lack of progress on the rehabilitation centre is particularly concerning given the rising drug abuse crisis in Gauteng. Residents of Tembisa, especially the youth, continue to struggle with substance dependency, and the delayed construction of the facility denies them access to much-needed support services. The community’s frustration is palpable, with many questioning the government’s commitment to addressing the drug problem.​

Government’s Position

In response to inquiries, MEC Faith Mazibuko detailed the allocation of funds but has yet to provide a clear timeline for when construction will commence. The government’s failure to deliver on this project, despite substantial financial investment, raises serious concerns about financial management and prioritization within the Gauteng administration.​

The controversy surrounding the Tembisa rehabilitation centre underscores the need for greater transparency and accountability in public spending. As the community awaits the fulfilment of promises made over seven years ago, the pressure mounts on the Gauteng government to take decisive action and ensure that public funds are utilized effectively to serve the needs of its residents.
