City Power Suspends Load Reduction Indefinitely – Warns Against Electricity Misuse

In a significant development for residents and businesses in Johannesburg, City Power, the city’s power utility, has announced the indefinite suspension of load reduction, effective immediately. The move comes as a positive signal for the city’s electricity users, but it also comes with a clear message: responsible electricity usage remains essential to ensuring the stability of the power supply.

What Led to the Suspension of Load Reduction?

City Power had to introduce load reduction in mid-2024 due to the increasing strain on the electricity grid caused by high usage in certain areas. This localized measure was a response to specific electrical substations becoming overloaded, threatening the integrity of the system. However, unlike nationwide load shedding, which affects large areas based on national grid shortfalls, load reduction was a more targeted approach, focusing on specific regions with high consumption or illegal connections.

The suspension of load reduction is a direct result of several factors that have contributed to the stabilization of the grid. Spokesperson, Isaac Mangena, that significant efforts to combat illegal connections and meter tampering, along with a general improvement in energy efficiency across the city, have relieved much of the pressure on the power supply.

Importance of Continued Responsible Usage

While load reduction has been suspended, it has stressed that this decision could be reversed if electricity consumption spikes or if illegal connections or other disruptive behaviors return. Mangena made it clear that the utility would act swiftly to protect the grid, even if that meant reinstating load reduction with little to no prior warning.

“We want to remind our customers that any significant change in consumer behavior—such as a spike in high electricity consumption, illegal connections, or meter tampering—could necessitate the reintroduction of load reduction,” Mangena said. He went on to emphasize that while the suspension of load reduction is indefinite, the responsibility lies with consumers to continue using electricity responsibly to avoid further disruptions.

The Role of Illegal Connections and Meter Tampering

City Power has made great strides in addressing one of the key issues contributing to the grid’s instability: illegal connections. These unauthorized connections overload substations and increase the risk of power outages and damage to infrastructure. In addition, acts of vandalism, such as cable theft, have also exacerbated the situation.

In response, City Power has ramped up efforts to identify and cut off illegal connections and deal with cases of meter tampering. This crackdown has led to a notable decrease in pressure on the grid and a more responsible approach to electricity usage among residents who have switched to legal reconnections. As a result, the utility has seen fewer illegal activities and a more reliable electricity supply.

De-Loading the System and Improving Efficiency

The efforts to “de-load” the system have been crucial in stabilizing electricity consumption. By reducing the stress on high and medium-voltage electrical networks, the utility has ensured that the grid remains stable, even during peak usage periods. Furthermore, the demand-side management initiatives, aimed at encouraging consumers to use electricity efficiently, have played a role in reducing overall demand.

The recent prepaid meter conversion process—known as the Token Identifier (TID) conversion from KRN1 to KRN2—also contributed to the normalization of the grid. By ensuring that meters function properly and accurately reflect consumption, City Power has further stabilized electricity use across Johannesburg.

What Does the Future Hold?

While the indefinite suspension of load reduction is certainly a relief, City Power remains cautious about the long-term stability of the grid. The utility has made it clear that if consumers’ behavior changes significantly—whether through illegal connections, meter tampering, or sudden surges in demand—it could result in the reimplementation of load reduction measures.

Residents and businesses alike must continue to play an active role in ensuring that the electricity supply remains stable. The success in suspending load reduction has demonstrated the positive impact of responsible usage, and it is this same responsibility that will prevent further disruptions.

Ongoing Power Crisis

This announcement comes at a time when South Africa’s power crisis remains a significant concern. Despite improvements in local operations, the national power utility, Eskom, is still grappling with challenges such as corruption, inadequate infrastructure maintenance, and growing debt. Eskom has faced a massive increase in municipal debt, which is expected to reach R110 billion by the end of the financial year.

Moreover, illegal activities, including the widespread use of illicit prepaid electricity tokens, continue to pose a significant threat to the stability of the national grid. These problems are compounded by years of neglect and mismanagement at local government levels.

In conclusion, while the decision to suspend load reduction is a welcome relief for Johannesburg, it highlights the need for continued vigilance and responsible electricity consumption. If residents and businesses in the city adhere to the guidelines and support the efforts to tackle illegal connections and reduce wastage, Johannesburg can avoid the return of load reduction and move closer to ensuring a reliable and sustainable electricity supply.
