City Power offers free 50kWh electricity: What is the Free Basic Electricity Programme?

The Free Basic Electricity programme is a government initiative aimed at ensuring that every South African citizen has access to a minimum amount of electricity, regardless of income level. City Power’s initiative will specifically benefit residents of Johannesburg who qualify based on their income and registration with the City’s Expanded Social Package (ESP).

This programme seeks to reduce the strain on household budgets by providing low-income residents with 50kWh of free electricity each month. The aim is not only to assist families in managing their household costs but also to curb electricity theft and illegal connections, which have long plagued Johannesburg’s power infrastructure.

The free allocation will cover essential needs such as lighting, cooking, and powering basic appliances, especially in areas where many residents face financial challenges. With electricity prices constantly rising, this programme offers vital relief to those who struggle to afford basic utilities.

Relief for Vulnerable Communities

The programme, which runs until 31 July 2026, seeks to register approximately 130 000 low-income households across Johannesburg. Eligible residents who successfully register will receive 50kWh of free electricity monthly, a crucial relief for many who struggle to meet basic energy demands.

“Access to electricity is not a luxury, but a key feature required to support social and economic upliftment,” said Tshifularo Mashava, CEO of City Power. “This programme is not just about addressing the high levels of meter tampering and illegal connections; it’s about restoring dignity by ensuring that there’s greater access.”

Who Qualifies for Free Basic Electricity?

To qualify for the free electricity benefit, residents must meet specific requirements:

  • South African Citizenship: The programme is open to South African citizens only.
  • Monthly Household Income: To qualify, the household income must not exceed R7 503.01 per month.
  • ESP or Indigent Registration: Applicants must be registered on the City of Johannesburg’s Expanded Social Package (ESP) or indigent register.
  • Provide documentation including an ID or passport, proof of residence, and a municipal bill.

Those eligible are also exempt from the R200 monthly electricity surcharge, and are entitled to free replacement of damaged, tampered, or bypassed meters—without penalty—during the campaign period.

How to Apply for Free Basic Electricity in Johannesburg

Applying for the Free Basic Electricity programme is a straightforward process, though it requires residents to be proactive in registering. City Power has outlined several easy-to-use application channels to ensure that as many eligible residents as possible can take advantage of the programme.

  • Online Registration: For tech-savvy individuals, City Power will provide an online portal for FBE registration.
  • Community-Based Registration Stations: Located at shopping malls, taxi ranks, and community centres for in-person applications.
  • Imbizos and Door-to-Door Campaigns: City Power representatives will assist residents and raise awareness.
  • Partnership with SASSA and Other Institutions: Residents can also apply through SASSA pay points and other community partners.

Applicants must submit their ID, proof of income, and any other required documents. The registration period runs from 17 June to 31 July 2026.

According to Isaac Mangena, GM of Communications at City Power, “Once registered, eligible residents will receive 50kWh of electricity per month at no cost, allowing them to power essential household needs such as lighting, cooking and heating.”

The Importance of the Free Basic Electricity Programme

City Power’s free electricity offer is also a strategic move to address two critical issues: energy theft and poor municipal revenue collection. With approximately 140 000 non-paying users, the programme is designed to bring households back into the formal billing system.

“80% of residents in townships don’t pay for electricity,” noted energy analyst Chris Yellend. “The challenge is that they have to register on the indigent register every six months, and that has put a lot of people off.”

The Future of Electricity Access in Johannesburg

While challenges remain, including administrative burdens and public scepticism, City Power is optimistic that the programme will deliver tangible benefits. Despite widespread support, experts caution against overly ambitious expectations. Yellend warns, “It is a noble ambition. However, it is not going to be achieved this year or next year, mainly because the city is grappling with mismanagement and quick urbanisation.”

Even so, the programme marks a significant step toward inclusive energy access and improved service delivery.

With the deadline looming, Johannesburg residents are encouraged to act promptly. Registration closes on 31 July 2026, and City Power has urged community leaders and local organisations to help spread the word.
