Over the past decade, Johannesburg has seen a concerning rise in criminal activity. According to recent reports, violent crimes such as muggings, robberies, and burglaries have surged within the CBD. A Crime Stats report by the South African Police Service (SAPS) highlighted that violent crimes in urban areas, including Johannesburg, have been steadily increasing.

Local businesses are disproportionately impacted by these crimes. High-end stores like SA Camera Land have been robbed multiple times, and incidents of customers refusing to shop due to the area’s criminal reputation are common. For business owners, the rising crime rates are a daily challenge.

How Crime Affects Johannesburg CBD Business Owners

The physical and emotional toll on Johannesburg CBD business owners cannot be overstated. Entrepreneurs in the CBD, like Delisile Muwonge of SA Camera Land, have shared how the mere perception of crime is enough to deter potential customers. Muwonge, whose store has been targeted by criminals on multiple occasions, expressed frustration with the lack of visible police presence. “We need more police in the streets because we never see them unless they are coming to check if I am selling stolen goods,” she explained.

Moreover, the fear of crime affects employee morale, customer satisfaction, and ultimately, profitability. Business owners are forced to spend more on security measures, including installing thick iron bars on their windows or hiring private security. Unfortunately, these measures often don’t guarantee safety, as reported incidents of businesses being targeted in broad daylight reveal a harsh reality.

The Impact of Crime on Consumer Confidence

One of the most significant consequences of rising crime rates in Johannesburg CBD is the loss of consumer confidence. Many residents and visitors now perceive the area as unsafe, and this has directly impacted foot traffic in stores, especially in busy areas like Eloff and Market Streets. Consumers are wary of the potential risks associated with visiting certain parts of Johannesburg, and businesses suffer as a result.

As the owner of a high-end camera shop, Muwonge has noticed that potential clients often end the conversation as soon as they learn the location of her store. “When they realise we are in the heart of the CBD, the phone line often goes dead,” she said. This is a concerning trend, as even well-established businesses are struggling to attract customers.

A Divided Johannesburg: Safer Areas Versus Dangerous Zones

Despite the overall high crime rate, not all areas in Johannesburg CBD are equally affected. Some parts of the city are experiencing greater levels of safety and improved security measures, while others continue to be hotbeds for criminal activity.

In areas like the Small Street Mall, for instance, private security is visibly patrolling, which has improved safety for both business owners and customers. Sakile Ziqubu, manager of a clothing store in the mall, expressed relief that things are getting better. “We used to have robberies, muggings, and people getting jumped at the ATM, but now there are guards at each entrance and the wardens patrol all the time,” he explained.

This highlights the importance of proactive security measures, such as private security presence and community involvement in crime prevention.

In addition to the rise in crime, deteriorating infrastructure in Johannesburg CBD exacerbates safety concerns. Abandoned buildings, unkempt streets, and the lack of proper street lighting create a conducive environment for criminals to thrive. The lack of functioning infrastructure contributes to the overall degradation of the area, making it even more challenging for businesses to maintain a presence in the CBD.

Municipal repairs have also been slow and inefficient. Areas like Lillian Ngoyi Street remain in disrepair, leaving dangerous pockets where criminal activity is prevalent. A frustrated businessman voiced his concerns, stating that repairs were “two years too late” and that the municipality’s actions often seemed like “hollow periodic photo opportunities.”

Abandoned Buildings and Crime Hotspots

The presence of hijacked and abandoned buildings is another significant contributor to the crime wave in Johannesburg CBD. These derelict structures often become havens for criminal syndicates, who use them to hide stolen goods, recruit new members, or plan illegal activities.

Solly Msimanga, the leader of the DA Gauteng, emphasised the importance of tackling these hijacked buildings to curb crime. “We have found wanted suspects and stolen property in these buildings, and syndicates use these buildings as a way to recruit men and women with little to no opportunities,” Msimanga said.

Addressing the issue of abandoned buildings requires not only government action but also a collective effort from local businesses, residents, and law enforcement.

The Need for Better Police Visibility

A consistent concern from business owners in the Johannesburg CBD is the lack of visible police presence. While law enforcement is undoubtedly a key factor in reducing crime, it is evident that more needs to be done to ensure safety on the streets.

Police visibility is essential in reassuring both business owners and residents. However, many business owners report that the police are rarely seen on patrol, and when they are present, their actions often seem ineffective. A common complaint is that police only appear to inspect businesses for stolen goods, rather than proactively preventing crime or responding to incidents.

Improved police presence, both in terms of numbers and visibility, is critical to restoring confidence among business owners and consumers.

Collaboration Between Municipalities and Business Owners

One possible solution to addressing the crime issue in Johannesburg CBD is fostering collaboration between local authorities and business owners. While the municipality has a role in improving the infrastructure and safety of the area, businesses can also contribute by taking steps to secure their premises and work with local security firms.

Belinda Kayser-Echeozonjoku, the DA Johannesburg Caucus Leader, highlighted the importance of coordinated efforts. “You can’t fix the city by dealing with one particular entity,” she said. “The entities are using EPWP workers to pick up the litter, but why are they not also working with businesses, with residents to have coordinated clean-ups as well?”

Private businesses often take the initiative in ensuring their areas are safe and clean, and municipal collaboration could help spread these efforts across the CBD.

Crime in Johannesburg CBD is a multifaceted issue that continues to plague business owners and residents alike. As businesses in the area are forced to implement costly security measures, consumers are becoming increasingly wary of visiting the CBD.

The combined effects of crime, poor infrastructure, and the lack of coordinated action have led to a harsh reality for Johannesburg CBD business owners. It is clear that more needs to be done to combat crime and restore safety to the area. Increased police presence, a crackdown on abandoned buildings, and collaboration between the municipality and business owners are essential to reversing the current trend.
