Zwartkopjes Pipeline Failures, Vandalism and Prolonged Outages Leave Joburg Clinics and Communities Dry
The City of Johannesburg is in the grip of yet another deepening water crisis following the recent maintenance work by Rand Water at its Zwartkopjes Booster Pumping Station. Instead of resolving system inefficiencies, the maintenance appears to have intensified the problem—leading to burst pipes, damaged infrastructure, and prolonged outages across several suburbs, including key healthcare facilities.
Pipe Bursts and Vandalism After Zwartkopjes Work
Rand Water spokesperson Makenosi Maroo confirmed that two major pipes on the C11 pipeline burst shortly after maintenance efforts concluded at the Zwartkopjes Farm. This pipeline, which runs between Zwartkopjes and the Mall of the South, experienced a significant upsurge in pressure due to internal faults and vandalised air valves.
“As a result of the internal pressure during recharging, both compromised air valves were blown off, causing a water upsurge visible from kilometres away,” said Maroo.
Vandalism of key infrastructure while the pipeline was isolated has been cited as a major contributing factor. According to Rand Water, the pipeline passes through informal settlements where theft and tampering are common. The affected system, Forest Hill, is still in the recovery phase.
WaterCAN Slams Rand Water Over System Failures
WaterCAN’s Dr Ferrial Adam minced no words in criticising Rand Water’s handling of the situation.
“That Rand Water update is outrageous. Basically, they have caused problems and are now washing their hands of it,” said Adam. “Large parts of Johannesburg did not recover from the maintenance – Yeoville and Berea only got water yesterday.”
Health Facilities Left High and Dry
Among the worst-hit institutions is Malvern Clinic in east Johannesburg, which has reportedly been without piped water for six weeks. DA Gauteng shadow MEC for Health, Jack Bloom, raised alarms over the clinic’s dire sanitation conditions.
“There is an infection risk as they are unable to wash their hands under running water. Urine tests and stool samples also cannot be done,” Bloom stated. “If patients need the toilet—including those with diarrhoea—they are told to go home or to the nearby McDonald’s or a local petrol station.”
The clinic, which serves approximately 5,000 patients per month, is now forced to close two hours earlier due to water-related constraints. Its current water tank is not only disconnected from the internal plumbing system, but also requires staff to fetch water with buckets—an unsafe and undignified method of care.
Bloom urged the Johannesburg council to act immediately, stating:
“The existing water tank needs to be placed on a concrete base and connected with a pump to the pipes. This will not be expensive and should be done urgently.”
Reservoirs at Critical Levels
Other areas continue to suffer, with some reservoirs still at critically low levels. Johannesburg Water has issued multiple advisories warning residents to reduce usage and avoid unnecessary wastage. However, in many suburbs, taps remain completely dry, and water tankers are either delayed or insufficient.
Public Safety and Infrastructure Warnings
Rand Water has reiterated its caution to communities: tampering with highly pressurised pipelines is not only illegal but potentially deadly. The utility is working to restore supply but faces ongoing setbacks from theft, pressure surges, and aging infrastructure.
Looking Ahead: Urgent Action Needed
The Joburg water crisis continues to escalate due to a combination of technical failures, poor infrastructure management, and criminal interference. Civic groups and opposition leaders are now calling for a full investigation and long-term plans to improve the city’s water resilience.
As the city battles dry taps, community frustration continues to mount—with critical healthcare services on the brink and thousands of residents left without one of life’s most basic needs.
