In a troubling turn of events, residents of Alexandra (Alex) in Johannesburg allegedly attempted to hold City Power officials hostage during a routine electricity disconnection operation. This incident underscores the rising tensions between communities and utility companies, particularly regarding illegal electricity connections.

The Incident in Alexandra: City Power Officials Hostage

On May 29, 2025, City Power officials, tasked with removing illegal electrical connections in the River Park area of Alexandra, found themselves facing intense resistance from the local community. The situation escalated when a group of residents reportedly blocked roads and physically intimidated City Power technicians. The standoff culminated in an attempt to hold the officials hostage, a situation that forced the utility company to temporarily suspend the disconnections.

This disturbing event highlights the underlying issue of illegal electricity connections that have plagued many areas of Alexandra. Despite repeated warnings from City Power, residents continue to bypass standard electrical meters, connecting directly to the grid. This not only overloads the system but also presents significant safety hazards, such as fires caused by faulty connections.

City Power’s Response and Community Concerns

City Power’s response to the hostage attempt was swift. The utility suspended operations and disconnected the entire area’s power supply as a safety measure. However, after engaging with community leaders, an agreement was reached to restore power by June 3, 2025, under the condition that residents contribute R2,000 per household towards the cost of reconnection. This is significantly lower than the standard reconnection fee, which can range from R14,000 to R30,000, depending on the type of meter.

City Power’s CEO, Tshifularo Mashava, condemned the actions of the residents, stating that such incidents would not deter the utility’s efforts to address illegal electricity connections and ensure worker safety. Mashava stressed that future disconnection operations would be conducted under police protection to prevent further disruptions.

The Broader Context: The Battle Against Illegal Connections

The standoff in Alexandra is not an isolated case but part of a wider issue of illegal electricity connections across Johannesburg. These unapproved connections not only compromise the integrity of the power grid but also expose communities to serious dangers, including electrocution and fires.

City Power has been making efforts to crack down on these illegal activities by conducting audits and removing unauthorized connections. Despite these efforts, many communities continue to resist the utility’s initiatives, often due to the lack of affordable legal electricity options.

In response to this, City Power has called for cooperation from local residents, emphasizing that they must work together to ensure a safer, more sustainable power supply.

A Call for Cooperation

The attempt to hold City Power officials hostage in Alexandra serves as a stark reminder of the challenges faced by utilities in tackling illegal electricity connections. While the issue is complex, it is clear that cooperation between the utility company, local communities, and law enforcement is vital for achieving a long-term solution.

As the situation in Alexandra continues to unfold, residents and officials alike must focus on finding common ground to address both safety concerns and the need for affordable, legal electricity access.
